When I was doing my mini ghosts, I went and made a 'ghost family' to pay tribute to my family tradition (with out all the sugar).
To make the ghost forms I found some cans of various sizes from our recycle bin, used crumpled up paper for the heads (I would use something besides paper, probably a balloon or something. The cloth ended up sticking to the paper on one of them), spoons taped to the back and a ton of masking tape.
After the forms are made I just used cheese cloth covered in stiffy (you don't need it soaked, just dampened) and let it dry over night.
Then all you need to do is decorate! (I have yet to decorate mine, but my little boys are going to love it!)
